BOARD OF DIRECTORS
APRIL 2, 2015

CALL TO ORDER

President Glenn called the April 2, 2015 meeting of the Board of Directors of Apex Park and Recreation District to order at 6:30 p.m. at the Apex Center, 13150 W. 72nd Avenue, Arvada, Colorado. Apex board members in attendance were: Jeff Glenn, Lee Humrich, Tommy Skul, Jim Whitfield and Kristen Larington. Apex participating staff members were Mike Miles, Executive Director, and Cindy Midyett, Recording Secretary.

APPROVAL OF AGENDA AND ADDITION OF AGENDA ITEMS

MOTION: Director Skul moved for the approval of the Agenda as posted. Director Humrich seconded. Motion passed unanimously.

APPROVAL OF MINUTES OF MARCH 19, 2015
MOTION: Director Humrich moved for approval of the Minutes of March 19, 2015, as presented. Director Larington seconded. Motion passed unanimously.

PUBLIC INPUT – There was no public input.

NEW BUSINESS

1. Summary of Public Input Sessions

Mr. Miles, Executive Director, stated that the last public input session was very similar to the others. The top five items from the previous committees and surveys are still the top items people are wanting in the community. Those items are an eastside center, improvements and renovations at the tennis center, renovations at the Apex Center, adding a new pod of fields at Lutz, and expanding Long Lake Ranch. The concept of neighborhood centers continues to be supported by a limited number of District constituents. There was discussion regarding those items and the Board members agreed that those are the areas of interest that they have heard from the public meetings.

2. District Water Rights Report

Mr. Miles stated that he has found some old water rights that the District owns which were affiliated with parks no longer owned by the District. The District is paying for the annual ditch fees but we are not using the water. His proposal is to talk with the City to determine the best future use of the available water in the interest of the community.

OLD BUSINESS

1. Meyers Pool – Architect, Engineer Information Update

Mr. Miles stated that he met with the engineers and architects and they all agree that Meyers Pool could be renovated into a recreation center at about half the cost of building a new center.

2. Simms Annexation Update

Mr. Miles explained the annexation process for Simms. The City and the County have different codes that they are using, so the renovation depends on the governing body of the property. Right now it is under the County, but the City would like to get the annexation done soon. There will be additional discussions regarding the permitting issue on how the annexation will proceed.

EXECUTIVE DIRECTOR REPORT

Mr. Miles reported that there were two large events last weekend. The Bunny Breakfast at the Community Center which drew 215 people. The kids got to visit the Easter Bunny and play games and ride the Easter Train. It was a great event. The Easter Egg Hunt took 15 to 20 hours to set up at Stenger, and a minute and a half to find all the eggs. Everyone had a great time hunting eggs and playing the games there also.

The study session is set for May 21st at 5:30 p.m. in the Randall Room.

BOARD MEMBER REPORTS
Director Larington reported that the Foundation had their monthly meeting this morning. They talked about the Silent Auction and were a little more optimistic about it than they were at last month’s meeting. They are ramping up for the car show on Father’s Day.

Director Whitfield reported that SB135 is still circling. This bill allows counties, but not special districts to have input with the urban renewal authorities. He shared an idea from Cheyenne about their Easter egg hunt. They hold theirs at their pool and have eggs that float and some that sink. Afterwards, the eggs are traded in for prizes.

Director Skul will attend the Chamber’s awards luncheon on April 8th. They will present the Arvada Young Professional and Man and Woman of the Year at this luncheon. On April 17th he will attend the State of the City meeting. He has also attended the You University through the Chamber which is an opportunity for businesses and owners to improve themselves as well as their businesses. The Colts golf tournament is June 20th. Their home opener is June 5. They will be hosting a Memorial Day Tournament at Long Lake Ranch with many out of state teams participating.

Director Glen reported that he was very pleased with the presentation last Thursday. It was good to see people cared and having great conversations about the future.

MOTION: Director Larington moved that the meeting be adjourned. Director Skul seconded. Motion passed unanimously.

President Glenn adjourned the meeting at 7:15 p.m.
