BOARD OF DIRECTORS
May 17, 2018

CALL TO ORDER

Director Glenn called to order the May 17, 2018 meeting of the Board of Directors of Apex Park and Recreation District, held at 6:30 p.m. at the Apex Center, 13150 West 72nd Avenue, Arvada, Colorado. Board members in attendance were: Jeff Glenn and Vicki Pyne, and Board members-elect Liz Tomsula, Stephanie Allen and Ken Harrell. District staff members present were: Lauri Dannemiller – Executive Director; Bob Roby – Deputy Director of District Services; and Dawn Fredette – Executive Assistant and Recording Secretary. Also in attendance were Mark McGoff, Councilmember for Arvada City Council, and resident Angela Kemper from the HOA near Community Heroes Park

APPROVAL OF AGENDA AND ADDITION OF AGENDA ITEMS

Upon motion duly made, seconded and unanimously carried, the Agenda for the meeting was approved.

APPROVAL OF MINUTES OF THE APRIL 5, 2018 BOARD MEETING

Upon motion duly made, seconded and unanimously carried, the Minutes of the April 5, 2018 Board meeting were approved.

PUBLIC INPUT

Ms. Kemper addressed the Board, noting she had attended a previous Board meeting regarding Community Heroes Park. She is attending this meeting to obtain a status on the park, particularly with regard to the weed situation on paths behind the homes in the neighborhood.

Ms. Dannemiller explained that the park is being completed in two stages. The first stage was done in 2017, but the second stage won’t be completed until 2019 due to budget. She also noted that because the park is a xeriscape park, there are more weed challenges.

Mr. Roby explained that crews recently sprayed the weeds, and that a seasonal employee has been assigned to Community Heroes Park, which should help with overall park maintenance.

Discussion ensued with Ms. Kemper regarding the area behind the baseball fields to the east of the Simms Street Center. Mr. Roby indicated that area is mowed by the City. It was noted that the District is an advocate for weed control and the Board thanked Ms. Kemper for bringing her concerns to them.

Councilmember McGoff addressed the Board and congratulated the three newest Board members. He spoke briefly about challenges with hiring temporary help for mowing. He also spoke about the national recognition of Margaret Agnew, Silver Sneakers instructor at the Community Recreation Center, and the upcoming award event on June 19. In addition, at the City Council meeting on June 18, Council will issue a proclamation recognizing Ms. Agnew for bringing the City and Apex PRD into the limelight. Councilmember McGoff invited the Board to the June 18 City Council meeting.

NEW BUSINESS

1. Swearing in of Newly Elected Board Members

Ms. Fredette, in her capacity as a Notary Public, administered the Oaths of Office to Liz Tomsula, Stephanie Allen, and Ken Harrell, the three newly elected Board members. Congratulations and photos followed.

2. Election of Officers

Via paper ballot, the following were nominated and elected as officers of the Board of Directors for a two-year term:

President: Jeff Glenn
Vice President: Vicki Pyne
Secretary/Treasurer: Ken Harrell

3. Committee Liaison Assignments

Director Glenn reviewed and discussed a listing of committees/organizations in the community and the appointment of Board members to attend their scheduled meetings. Attendance at those meetings was assigned as follows: Apex/City Coordinating Committee – Directors Glenn and Pyne; Chamber of Commerce – Director Tomsula; Apex PRD Foundation – Director Allen; Round Table Issues Breakfast Meeting – Director Harrell; Arvada Jefferson Kiwanis Club – Director Pyne. In addition, the Board determined that attendance at meetings of the Arvada Parks Advisory Committee and Arvada Urban Renewal Authority (AURA) would be “as needed.”

It was noted the District has a business membership with the Kiwanis. In addition, Ms. Dannemiller provided a brief explanation about AURA, it’s creation, who is and isn’t a part of it, funding, etc.

OLD/OTHER BUSINESS – None

EXECUTIVE DIRECTOR REPORT

Ms. Dannemiller referenced her May 2018 report and discussed upcoming events requiring Board attendance, events where attendance is optional, and the method for getting the information and calendar invites to the Board. She also talked about the last two full-time positions being filled for Fitzmorris and Secrest Recreation Centers.

In addition, Ms. Dannemiller explained about employee Special Project Teams and exposing team members to new learning experiences. She talked about past projects and this year’s project to develop a plan to reconstruct the park at Secrest. The goal is to obtain a grant this fall and for work to be done in 2019.

There was additional discussion regarding the scheduling of a new Board member orientation, the upcoming Senior Prom, the Special District Golf Outing Schedule, and the Board member pass privileges handout.

BOARD MEMBER REPORTS/INPUT

Director Glenn explained to the new Board members that the purpose of this part of the meeting is to report on outside meetings attended, or on anything else.

Director Tomsula had nothing to report at this time.

Director Allen had nothing to report at this time.

Director Harrell expressed he is happy to be back on the Board.

Director Pyne reported the following:
– will be attending the Senior Prom on June 1 at the Arvada Center
– attended the recent Volunteer Kentucky Derby Party at the CRC; it was a great event
– Kiwanis is fairly quiet right now following their successful melodrama fundraising event
– topics at the recent Coordinating Committee meeting included Apex PRD bond projects, Meyers Pool, and Edge soccer fees and the recent media attention
– the City may be looking at a bond election for Meyers Pool

Director Pyne also mentioned conversations she’s had with people regarding problems at the Skate Park next to the Apex Center; the City has put up cameras.

Director Glenn reported the following regarding Meyers Pool:
– the next meeting between the City and the School District is in June; the North Jeffco swim team has been providing info regarding costs, etc.
– the City’s first priority is roads, then Meyers Pool
– the School District is also discussing a possible bond

Director Glenn added that at the last Coordinating Committee meeting, the City was very complimentary of Ms. Dannemiller and Mr. Roby regarding the progress of the bond projects.

Director Glenn further noted he’s excited about the new Board members. He also mentioned that the best thing about the District is its staff.

Ms. Dannemiller noted the upcoming christening of the Apex Center Splash Pad. She also talked about getting the Fitzmorris Grand Opening on everyone’s calendars, and opening day at Fitzmorris being a free day; there is a potential soft opening on June 15 for staff.

ADJOURNMENT

MOTION: Director Pyne moved that the meeting be adjourned. Director Harrell seconded, and the motion passed unanimously.

President Glenn adjourned the meeting at 7:15 p.m.
