November 1, 2018

CALL TO ORDER

Vice President Pyne called to order the November 1, 2018 meeting of the Board of Directors of Apex Park and Recreation District, held at 6:30 pm at the Apex Center, 13150 West 72nd Avenue, Arvada, Colorado. Board members in attendance were: Ken Harrell, Stephanie Allen, Vicki Pyne, and Liz Tomsula. President Jeff Glenn was absent – absence excused by Director Harrell. District staff members present were: Lauri Dannemiller – Executive Director; Jim Reasor – Director of HR/Finance; JoAnn Gould – Deputy Director of Recreation Services; Bob Roby – Deputy Director of District Services; and Rheana Rogers – Executive Assistant and Recording Secretary. Members of the public present were an unintroduced APAC representative.

APPROVAL OF AGENDA AND ADDITION OF AGENDA ITEMS

MOTION: Director Allen moved for approval of the Agenda. Director Tomsula seconded and the motion passed unanimously.

APPROVAL OF MINUTES OF THE OCTOBER 18, 2018 BOARD MEETING

MOTION: Director Allen moved for approval of the Minutes. Director Tomsula seconded and the motion passed unanimously.

NEW BUSINESS

1. Budget Study Session

Ms. Dannemiller introduced the intent of tonight’s study session, then she and Mr. Reasor shared a PowerPoint presentation highlighting points of interest in the proposed 2019 budget. The 2019 budget is 2.5% larger than the 2018 budget. There is currently $800,000 in surplus revenue over expenses anticipated in 2019. Over 50% of the District’s expenditures are on employee expenses (salaries). Mr. Reasor highlighted the three types of reserves that the District maintains in order to plan for unanticipated expenses or shortfalls – TABOR, COP and Board-required financial reserves (two months of expenses). On top of these the District also maintains $2.2M in additional reserves. The Golf Course Enterprise Fund is once again anticipated to generate revenue in excess of expenses. There are proposed full-time position changes that will result in a net decrease of 2 FTEs. Ms. Dannemiller shared the plans to increase seeking grant funding opportunities for 2019. IGAs with City of Arvada expire in 2020 so in 2019 the District will be reviewing and reevaluating agreement terms to identify key action steps, negotiation points, and potential changes for the updated agreements. Public hearing on the budget will be held 11/15/18. The budget will be adopted by the Board at the 12/6/18 meeting that will be held at Indian Tree. The District will certify Mill Levies by 12/15/18 and submit the final copy of the budget to the State of Colorado by 1/31/19. Ms. Dannemiller encouraged the Board to present any suggested changes at the Public Hearing meeting on 11/15/18. Motions and voting for any proposed changes will occur at that time.

EXECUTIVE DIRECTOR REPORT

Ms. Dannemiller had nothing to report.

BOARD MEMBER REPORTS/INPUT

Director Allen attended today’s foundation meeting. Apex Community Recreation Center representatives presented and requested funds for the 2019 summer concert series, and various Apex staff members presented on completed and proposed Foundation-funded items. 11/10/18 is National Try Hockey Day. Final numbers for the Foundation golf tournament are still being calculated. Director Allen asked for clarification on the BOD meetings for December. There is no meeting 12/20/18; the 12/6/18 meeting will be the only meeting for the BOD in December. 1/3/19 will be the next meeting. Director Allen also asked for clarification on policies regarding benefit opportunities for full-term board members. Ms. Dannemiller replied that this could be researched.

Director Harrell reported that he will attend the monthly Friday Round Table tomorrow. He mentioned the invitation extended to the BOD to the upcoming Youth Sports Awards Banquet. He encouraged all board members to attend. He also shared that Director Pyne’s election evening gathering will be at Hoffbrau 11/6/18.

Director Pyne reported that Kiwanis is grateful for the donations Apex made for their upcoming silent auction. She also noted that the awards banquet is coming up. She is very excited about meeting with District and the CO Health Foundation to pursue this additional potential funding source for the Secrest Park Project.

Director Tomsula had nothing to report.

MOTION: Director Harrell moved that the meeting be adjourned. Director Allen seconded and the motion passed unanimously.

Vice President Pyne adjourned the meeting at 7:29 p.m.
