March 13, 2020

CALL TO ORDER

President Glenn called to order the March 13, 2020 emergency meeting of the Board of Directors of Apex Park and Recreation District, held at 11:05 a.m. via conference call. Board members in attendance were Jeff Glenn, Ken Harrell, Vicki Pyne, Stephanie Allen, and Liz Tomsula. District staff members present on the call were Lauri Dannemiller – Executive Director and Rheana Rogers – Executive Administrator and Recording Secretary.


NEW BUSINESS

  1. Consideration of Closure of Facilities due to Coronavirus Outbreak – Lauri Dannemiller
Ms. Dannemiller addressed board to recommend that we close all facilities including Indian Tree Golf Club and cancel all rentals effective 5:00 a.m. Saturday, March 14 through midnight Sunday, April 5. Her recommendation for the three- week closure is based on the cancellation of school districts in the area occurring through these weeks. All staff will be required to work remotely wherever possible. Essential personnel may be required to report and be on call (such as hospitality staff for cleaning or staff to monitor pool and ice systems). The Apex Leadership Team (ALT) will meet on Monday, March 16 to address and plan details for the remainder of the closure. By Monday, Ms. Dannemiller expects to have prepared a proposal addressing pay for part-time staff who regularly work more than 20 hours a week to see if it may be possible to pay them at least some of their average weekly pay through the first two weeks of the closure. Full-time exempt and non-exempt and part-time-benefitted employees will be paid for their usual work weeks for the three weeks of closure.

Director Tomsula stated her biggest concern is to make sure we can pay our part-time staff and wondered if there is any way to assure staff that we will reconsider our re-opening on a week-to-week basis pending recommendations from CDC or public health and Governor Polis? Ms. Dannemiller said we need to make sure closure date recommendations encompass shortening or extending the closure timeframe based on recommendations as this is a very fluid situation.

Director Glenn reaffirmed that if the Board chooses to make this decision, it is to support our medical systems and reduce the risk to our more vulnerable patrons and community members.

The Board asked Ms. Dannemiller to run numbers to see if we can pay all staff for the full three weeks of the closure, but Director Glenn stated the Board commits to paying full salary to staff regularly working 20+ hours a week for the full three weeks of the planned closure.

Ms. Dannemiller also shared with the Board that we had a staff member, a lifeguard, who went home sick Monday. This staff member went to the doctor and she tested for COVID-19 Tuesday and is still waiting for results while quarantined per doctor’s orders. Because of this, Ms. Dannemiller is also recommending closing the Apex Center pools beginning at noon today. Leadership was just made aware of this situation today so we are now taking immediate measures for closure and extra cleaning of pool areas

Ms. Dannemiller updated the Board on the communications plan to notify the community of the closure. The Board meeting next week will be cancelled.

MOTION:
Director Pyne moved for closure of the Apex Center pools at noon on Friday, March 13 and closure of all other Apex facilities from March 14 through April 5. Director Allen seconded and the motion passed unanimously.
