BOARD OF DIRECTORS

March 5, 2020

CALL TO ORDER

President Glenn called to order the March 5, 2020 meeting of the Board of Directors of Apex Park and Recreation District, held at 6:30 pm at the Apex Center Randall Room, 13150 W. 72nd Avenue, Arvada, CO. Board members in attendance were: Jeff Glenn, Ken Harrell, Vicki Pyne, and Stephanie Allen. Director Tomsula attended the meeting via conference call. District staff members present were Lauri Dannemiller – Executive Director; Tara Torline – Director of Human Resources; and Rheana Rogers – Executive Administrator and Recording Secretary. Members of the public present were Andrew Larington, Kendra Wright, and Tom Carney and other members of the local pickleball community.


APPROVAL OF AGENDA

MOTION: Director Pyne moved for approval of the amended Agenda, changing the order of the New Business items. Director Allen seconded and the motion passed unanimously.


APPROVAL OF MINUTES OF THE FEBRUARY 20, 2020 BOARD MEETING

MOTION: Director Pyne moved for approval of the minutes. Director Harrell seconded and the motion passed unanimously.


PUBLIC INPUT

Tom Carney addressed the Board and thanked Jeff Glenn, Lauri Dannemiller, the Board, City of Arvada leadership, and JCOS for their collaborative efforts to bring the outdoor pickleball court facility to the district. He stated that the facility is the pride of our city and the sport. He commended Pickleball Ken and Mike Miles’s drive to create this project.


NEW BUSINESS

  1. Pickleball Courts Naming – Jeff Glenn
Mr. Carney wrote a letter of support to the Board requesting the pickleball courts be named in honor of Ken Marquart and Mike Miles. Director Allen expressed concern about naming a facility to honor an employee when that kind of work effort is an expectation of their job.

MOTION:
Director Pyne moved for approval of Resolution APRD2020-07 Resolution of the Board of Directors of the Apex Park and Recreation District Stating Their Intention to Name the Pickleball Courts at Simms Street Recreation Center the Marquardt-Miles Pickleball Courts. Director Harrell seconded and the motion passed by a vote of 4:1 with one director abstaining.

  1. Employee Handbook Final Update –
    Tara Torline
Ms. Torline presented to the Board the revisions made to the Employee Handbook that were suggested at a prior meeting. Director Harrell noted that since some of our policies are worded to be in alignment with City of Arvada park policies, our handbook will need to be revised accordingly if/when the City makes changes. It’s expected that the revised handbook will be presented to staff by April 1 and staff will be required to read it and sign off on it. Ms. Dannemiller thanked Ms. Torline for her hard work on this project.

MOTION:
Director Allen moved to adopt the revised Employee Handbook. Director Pyne seconded and the motion passed unanimously.


OLD/OTHER BUSINESS

There is none.


EXECUTIVE DIRECTOR REPORT

Ms. Dannemiller updated the Board on how the District is working to address the Coronavirus. Apex is basing our policies on the recommendations by Jefferson County Health. We plan to increase cleaning of high-frequency, high-touch surfaces. Signage is posted asking patrons to follow CDC guidelines for handwashing and illness management best practices, and information is posted on the website. We are working with our suppliers to get more intensive cleaning products that are recommended for management of this kind of virus. Aquatics Manager Kim Henderson has resigned so a plan for coverage and her replacement is being explored.


BOARD MEMBER REPORTS/INPUT

President Glenn attended the Foundation meeting this morning where all upcoming events were discussed. There also was discussion about money allocation for Secrest Park – the Foundation voted to remove the GOCO grant match stipulation for their pledged funds and will provide the money to the District for the work. President Glenn also attended today’s city coordinating meeting.

Director Harrell had nothing to report.

Director Pyne attended today’s city coordinating meeting where primary topic of discussion centered around the new natatorium project. She asked for update on the status of the Secrest Park construction project. Ms. Dannemiller reported Apex is negotiating with the City regarding their requirements we widen the proposed path and now provide lighting for both the pavilion and the path, which increases our cost. Director Pyne wants to be involved in the selection of the accessible playground equipment. Ms. Dannemiller is hopeful we may begin construction by May.

Director Allen had nothing to report.

Director Tomsula attended the Chamber event last week about public health options and upcoming elections information.

Director Pyne moved that the meeting be adjourned. Director Allen seconded, and the motion passed unanimously.
President Glenn adjourned the meeting at 7:11 p.m.
