BOARD OF DIRECTORS
June 23, 2020
CALL TO ORDER
President Pyne called to order the June 4, 2020 meeting of the Board of Directors of Apex Park and Recreation District, held at 6:36 p.m. at Indian Tree Golf Club, 7555 Wadsworth Blvd., Arvada, CO 80003. Board members in attendance were Vicki Pyne, Ken Harrell, Rich Garrimone, Stephanie Allen, and Liz Tomsula. District staff members in attendance were Lauri Dannemiller – Executive Director, Rheana Rogers – Executive Administrator and Recording Secretary, Jeff Leniger – Director of Finance, and Dian Lyons. Members of the public present were not identified.
APPROVAL OF AGENDA
MOTION: Director Allen moved for approval of the Agenda. Director Tomsula seconded and the motion passed unanimously.
APPROVAL OF MINUTES OF THE JUNE 4, 2020 BOARD MEETING
MOTION: Director Harrell moved for approval of the Minutes. Director Allen seconded and the motion passed unanimously.

NEW BUSINESS

Financial and Programmatic Updates – through Stay at Home, Safer at Home, and in preparation for Protect Your Neighbors – Lauri Dannemiller and Jeff Leniger
The regularly-scheduled board meeting last week was delayed because it was believed there would be revised instructions from the Governor regarding upcoming Protect Your Neighbors orders, but those new directives have yet to be received and at this point it sounds unlikely orders applicable to recreation will change significantly. Ms. Dannemiller provided an update to the Board as to status of open facilities and programs – currently 70% of our facilities have re-opened, and 80% of our programs have resumed in some way, affected by our staff capacity and fiscal and health order constraints. The Apex Center will only reopen on weekends due to use of the facility during the week for licensed childcare. The drop-in fitness uses that would normally occur at Apex are available during the week at Secrest. We are exploring offering child care at Secrest during the week, but that operation would run at a loss to the District.
The District goal to retain 120 days in reserves limits the ability to re-open programs and facilities that operate at a loss. If Apex would like to re-open some of those programs or facilities, the District will need to consider dropping reserves below that 120-day mark. Support services staff need to be returned to work, which could impact reserves as well. To be considered also is the possibility of closures in the fall due to anticipated resurgence of COVID cases, so reserves will be critical in that potential circumstance. Mr. Leniger shared updated projections for the remainder of 2020 and shared a couple of different scenario projections/forecasts for the Board’s consideration. Ms. Dannemiller asked the Board for direction for retention of reserves vs. increasing program/facility openings.
MOTION: Director Tomsula moved to adopt proposal 2a from the memo for bringing back furloughed support staff. Director Allen seconded and the motion passed unanimously.
