BOARD OF DIRECTORS

October 1, 2020

CALL TO ORDER

President Pyne called to order the October 1, 2020 meeting of the Board of Directors of Apex Park and Recreation District, held at 6:30 p.m. online via Accession video/conference call. Board members in attendance were Vicki Pyne, Ken Harrell, Stephanie Allen, Rich Garrimone, and Liz Tomsula. District staff members in attendance were Jeff Leniger – Director of Finance, Katie Groke – Director of Marketing and Communications, and Rheana Rogers – Executive Administrator and Recording Secretary. Member of the public present were Abby McNeal – APAC and Bob McDonald.

APPROVAL OF AGENDA

MOTION: Director Garrimone moved for approval of the Agenda. Director Tomsula seconded and the motion passed unanimously.

APPROVAL OF MINUTES OF THE SEPTEMBER 24, 2020 BOARD MEETING

MOTION: Director Tomsula moved for approval of the minutes. Director Allen seconded and the motion passed unanimously.

There was none.

NEW BUSINESS

  1. Resolution in Support of the Repeal of the Gallagher Amendment

Ms. Groke advised the Board that board member statements/positions made at the meeting last week are part of the official minutes on record so do not need to be repeated tonight. Director Garrimone reported that the Foundation has decided not to spend funds to support the repeal but their resolution to support the repeal does stand. Director Harrell asked for confirmation that a new vote tonight can happen. Ms. Groke reported that our attorneys were contacted to affirm that a new vote can indeed take place tonight with all board members present. Ms. Groke reminded the board that the financial impacts to the district should the amendment not pass, including a budget shortfall of an estimated $1.5M, closure of facilities, reduction in services and/or reduction in staff positions were shared with them at previous meetings. Director Garrimone stated that it is his position that as elected officials, they have a responsibility to our community to hold the best interests of the district in mind when casting their votes.

MOTION: Director Harrell moved for approval of APRD2020-12 Resolution of the Board of Directors of the Apex Park and Recreation District in Support of the Repeal of the Gallagher Amendment. Director Allen seconded. During further discussion, Director Harrell stated that after reflection, his position is that, as Director Garrimone stated, in their role as directors their duty is to the district, regardless of their personal beliefs or political affiliations may be, and his vote tonight will reflect that. The resolution passed by a vote of 4-1. Board members voting aye were Directors Garrimone, Allen, Harrell, and Tomsula; Board member voting nay was President Pyne.

Director Garrimone shared that the Foundation met this morning as previously reported.

ADJOURNMENT

MOTION: Director Harrell moved that the meeting be adjourned. Director Tomsula seconded, and the motion passed unanimously.

President Pyne adjourned the meeting at 6:45 p.m.
