April 7, 2022



CALL TO ORDER

President Pyne called to order the April 7, 2022, meeting of the Board of Directors of Apex Park and Recreation District, held at 6:30 p.m. in the Apex Center Randall Room, 13150 W. 72nd Ave., Arvada, CO. Board members in attendance in person were Vicki Pyne, Ken Harrell, Liz Tomsula, and Stephanie Allen. Board member Rich Garrimone was absent; his absence was excused. District employees in attendance were Jeff Glenn – Executive Director; Rheana Rogers – Executive Administrator and Recording Secretary; Mark Baird – Director of District Services and Capital Improvements; Katie Groke – Director of Community Services; and Brian Bott – Recreation Manager. Member of the public present was Nate Eckloff.

MOTION: Director Tomsula moved to excuse Director Garrimone. Director Allen seconded, and the motion passed unanimously.

APPROVAL OF AGENDA

MOTION: Director Allen moved for approval of the agenda. Director Tomsula seconded, and the motion passed unanimously.

APPROVAL OF MINUTES OF THE MARCH 29, 2022, BOARD MEETING

MOTION: Director Harrell moved for approval of the Minutes. Director Allen seconded, and the motion passed unanimously.

There was none.

NEW BUSINESS

1. New Employee Introductions – Staff

Mark Baird introduced Nicolas Ferrel, Maintenance Technician; Brian Bott introduced Brandon Reich-Sweet – Recreation Coordinator, Hockey; and Katie Groke introduced Monica Bowser – Marketing Administrator.

2. Intergovernmental Agreement Updates – Jeff Glenn

Mr. Glenn reported that Apex has received the first draft from the city of the new master IGA proposal. Mr. Baird, Ms. Groke, and Mr. Glenn have all reviewed it and made suggested edits to return to the City. Both the City and Apex councils will need to provide approval after legal counsels have signed off. The Meyers and Fitzmorris IGAs are not part of this negotiation process because those agreements all include the school district and are also all current. All other existing IGAs that are being renegotiated or continued are being combined into this one master IGA with the City of Arvada. This will be a 15-year IGA, but individual portions can be amended in the future if needed.

OLD/OTHER BUSINESS

EXECUTIVE DIRECTOR REPORT
Mr. Glenn reported the Apex Center gym floor refinishing has been completed and will reopen as scheduled. The body slide at the Apex Center indoor pool is currently closed awaiting repairs that will take place early next week. Auditors will be on site next week for 2 weeks. So far in 2022 Apex has hired 12 full-time employees and over 100 part-time employees. He apprised the Board of staff member Julie Hines being selected as one of the Chamber of Commerce’s Badass Women of Arvada. Cottontail Carnival at CRC this coming weekend. He also reported that he has begun holding meetings with different staff groups: a monthly meeting with Managers, a regular meeting with Coordinators, and an Admin team meeting comprising the services that impact all areas of the district – Finance, Marketing, Technology Services, District Services, and Human Resources. This latter team has already been tasked with focusing on how to incentivize part-time workers to improve their recruitment and retention. The Board was also provided with the March social media report.

President Pyne reported she is loving the social media work from the new administrator.

Director Harrell had nothing to report.

Director Allen appreciated the new meetings Mr. Glenn has begun to engage staff.

Director Tomsula had nothing to report.

ADJOURNMENT
MOTION: Director Harrell moved that the meeting be adjourned. Director Tomsula seconded, and the motion passed unanimously.

President Pyne adjourned the meeting at 6:56 p.m.
