BOARD OF DIRECTORS

September 15, 2022

CALL TO ORDER

President Pyne called to order the September 15, 2022, meeting of the Board of Directors of Apex Park and Recreation District, held at 6:32 p.m. in the Apex Center Randall Room, 13150 W. 72nd Ave., Arvada, CO. Board members in attendance in person were Vicki Pyne, Liz Tomsula, Rich Garrimone, Jo Burns and Abby McNeal. District employees in attendance were Jeff Glenn – Executive Director; Katie Groke – Director of Community Services and Recording Secretary; Mark Baird – Director of District Services and Capital Improvements; Tara Torline – Director of HR; Riki Rarick – Emergency Services Manager; Karina Gomez – Guest Service Specialist and Keyven Gibson – District Services and Monica Bowser – Marketing Administrator. There were no members of the public present.

APPROVAL OF REVISED AGENDA

MOTION: Director Garrimone moved for approval of the agenda. Director Tomsula seconded, and the motion passed unanimously.

APPROVAL OF MINUTES OF THE AUGUST 18, 2022, BOARD MEETING

MOTION: Director McNeal moved for approval of the Minutes. Director Burns seconded, and the motion passed unanimously.

PUBLIC INPUT

There was none.

NEW BUSINESS

1. New Employee Introductions – Jeff Glenn

Mr. Glenn introduced Mark Baird to introduce Keyven Gibson as the new Grounds Apprentice.

Ms. Groke introduced Karina Gomez as the new Guest Services Specialist.

2. FAMLI Survey Results – Tara Torline

Ms. Torline presented the results of our FAMLI Act survey from full time staff. Ms. Torline explained the approximate costs to Apex and the staff about FAMLI and walked through the staff survey. The results of the survey were 65% of staff would like Apex to opt-out and 35% of staff would like Apex to opt-in. Ms. Torline then walked through alternate options for Apex including FAMLI, short-term disability, continue emergency leave donation program or modify emergency leave donation program.

MOTION: Director Tomsula moved to have Apex opt-out of the FAMLI Act. Director

McNeal seconded. The motion passed unanimously.

3. Scholarship Presentation – Katie Groke

Ms. Groke presented the history and current status of the Apex Community Access Fund. Director Burns suggested we increase the limit on the fund from $400 to $450 due to the fee increases in 2023.

4. Regulations Concerning Proselytizing – Jeff Glenn

Mr. Glenn explained the amended version of the proselytizing adding back in allowing campaigning on election day at Apex Center and CRC, 100 feet from an entrance of the buildings.

MOTION: Director Tomsula moved to approve the amended resolution adopting rules

and regulations concerning proselytizing at Apex Park and Recreation District Facilities. Director Garrimone seconded. The motion passed unanimously.

OLD/OTHER BUSINESS

There was none.

EXECUTIVE DIRECTOR REPORT

Mr. Glenn reminded the Board about the Lauri Dannemiller Park dedication. He also invited the Board to the Foundation breakfast on December 1 and to the ALT And Board dinner and meeting on December 8.

Mr. Glenn updated everyone on the Secrest shutdown and the progress of cleaning and updating the facility. There is one more shutdown this year at Fitzmorris Recreation Center.

Mr. Glenn reported out on staff working on budget season and getting their budget proposals submitted.

BOARD MEMBER REPORTS/INPUT

Director Burns reported out on the Kiwanis cornhole tournament this weekend. She commented that Kiwanis members mentioned how good Apex Center looks after shutdown.

Director Tomsula reported that she and her family have been taking swim lessons and it has been fun.

Director McNeal participated in the adult hockey tournament and was impressed with the tournament. She also commented on how good the building looked.

Director Garrimone reported out that he played in the Apex Foundation golf tournament. The next Foundation event is the Trick or Trot on October 22. He also reported out on the last golf meeting with Apex staff.

President Pyne reported out about Kiwanis and the compliments she heard about staff being more involved

ADJOURNMENT

MOTION: Director Burns moved that the meeting be adjourned. Director McNeal seconded, and the motion passed unanimously.

President Pyne adjourned the meeting at 7:50 p.m.
