October 2, 2025 Board of Directors Meeting Minutes

Call To Order

President Pyne called to order the October 2, 2025, meeting of the Apex Park and Recreation District Board of Directors, held at 6:30 pm at the Apex Center. The board members in attendance in person were Vicki Pyne, Liz Tomsula, Rich Garrimone, Jo Burns and Lynn Emrick. District employees in attendance were Jeff Glenn, Executive Director; Mark Baird, Director of District Services; Darren Bjorlin, Capital Project Manager and Building Access Control Specialist; Samira Tadayon, Aquatics and HVAC Technician; Monica Bowser, Community Services Manager; Brook-Lyn Greenwood, Apex Center Manager; Kelly Scharfenberg, Recreation Coordinator; Cat Sweet, Recreation Specialist and Licensed Preschool Director; Cymry Sweet, Recreation Coordinator; Kelly Scott, Outdoor Recreation Coordinator; Christina Keefe, Guest Services Specialist at Apex Center; Tara Torline, Director Human Resources; Laina Doyle, Manager Secrest Recreation Center; and Hillary Roemersberger, Recreation Director.

Approval of Agenda

MOTION: Director Garrimone moved to approve the agenda. Director Tomsula seconded, and the motion passed unanimously.

Approval of Minutes from August 21 Meeting

MOTION: Director Garrimone moved to approve the August 21 board meeting minutes. Director Tomsula seconded, and the motion passed unanimously.

New Business

  1. New Employee Introductions: Jeff Glenn
    Kat Sweet, Recreation Coordinator.
    Christina Keefe, Guest Services Specialist, Apex Center.
    Kelly Scott, Outdoor Recreation Coordinator.
    Mr. Glenn introduced the new employees. Staff were able to speak about their experience and excitement to work for Apex PRD.
  1. Staff Health Benefits Proposal: Tara Torline
    Ms. Torline presented the renewal of health benefits, the cost for employees and the cost for the district for the year 2026.
    Ms. Torline requested a motion to approve the discontinuation of the Health Survivor Benefit for employees.

Approval of Discontinuation of the Health Survivor Benefit for Employees

MOTION: Director Emrick moved to approve the discontinuation of the Health Survivor Benefit. Director Garrimone seconded, and the motion passed 4 to 1, with Director Burns not approving. Ms. Torline will move forward with the discontinuation of the benefit for 2026.

Old/Other Business

Next BOD meeting is October 13, not 16.

Many staff members are going to Vail for CPRA.

The Therapeutic Recreation musical is on December 10.

SCFD grant awarded the Apex Park and Recreation District $7,700.00 for art and concerts in the park. This is above our usual amount, and we are thrilled to be able to use that money for many art shows and more.

Delivered flowers today to Nate on behalf of the board of directors.

Posting the director of golf position on October 10. This will run for 30 days internally and externally, and on the PGA site.

Tom Hoby from Jeffco Open Space is retiring at the end of the year.

Board Member Reports

Director Tomsula: Nothing to report.

Director Garrimone: Foundation Trick or Trot is on October 25. The Foundations is looking forward to staff presentations for foundation proposals in November.

Director Emrick: Nothing to report

Director Burns: Tossing for Tots for Kiwanis went well. $12,000 raised. Santa House is coming up. AWRSAY Youth Scholarship nominations are coming up, and they will need green passes in April. Director Burns was reinstalled as a BOD member for Kiwanis.

President Pyne: Nothing to report.

MOTION: Director Tomsula moved that the meeting be adjourned. Director Burns seconded, and the motion passed unanimously.

President Pyne adjourned the meeting at 7:43 pm.
