January 15, 2026, Board of Directors Meeting Minutes

Call To Order

President Pyne called to order the January 15, 2026, meeting of the Apex Park and Recreation District Board of Directors, held at 6:30 pm at the Apex Center. Board members in attendance in person were Vicki Pyne, Rich Garrimone, Jo Burns and Lynn Emrick. District employees in attendance were Jeff Glenn, executive director; Katie Groke, director of community services and recording secretary; Riki Rarick, safety and emergency manager; Monica Bowser, community services manager; Mark Baird, director of district services; Darren Bjorn, capital project manager and building access control specialist; Dan Machuga, golf course superintendent; Jesse Badder, director of golf and operations; Helen Hadji, director of technology services; Melinda Roy, recreation manager; Dawn Bennet, recreation coordinator; Kelli Scharfenberg, assistant recreation manager, preschools and Magical Mornings; Laina Doyle, recreation manager; Cory Clemmons, recreation coordinator; Eugene Hoy, guest services specialist; Brook-Lyn Greenwood, recreation manager.

Approval of an Excused Absence for Director Tomsula

MOTION: Director Burns moved to approve an excused absence for Director Tomsula. Director Garrimone seconded, and the motion passed unanimously.

Approval of Agenda

MOTION: Director Burns moved to approve the agenda. Director Emrick seconded, and the motion passed unanimously.

Approval of Minutes of the December 11, 2025, Board Meeting

MOTION: Director Garrimone moved to approve the minutes. Director Emrick seconded, and the motion passed unanimously.

Public Input

John McKibbon from Arvada Hockey Association expressed his appreciation to the Apex Center Ice Arena staff and praised the staff during the power outage due to the Excel shutdown. He thanked the staff for saving the ice and communicating about schedule changes to help support their tournaments. He specifically thanked Brian Bott and his staff.

New Business

  1. New Employee Introductions, Jeff Glenn
    • Eugene Hoyt, guest services specialist
    • Cory Clemmons, recreation coordinator, licensed camps and youth
    • Helen Hadji, director of technology services
    • Jesse Badder, director of golf and clubhouse operations
    • Managers introduced new staff members, and the BOD was able to meet the new staff to Apex PRD
  1. Approval of APRD2026-01 Resolution to Approve Regular BOD Meeting Schedule for Calendar Year 2026 and Designate Posting Locations for Notices and Special Meetings, Jeff Glenn

MOTION: Director Garrimone moved to approve Resolution APRD2026-01 Resolution to Approve Regular BOD Meeting Schedule for Calendar Year 2026 and Designate Posting Locations for Notices and Special Meetings. Director Burns seconded, and the motion passed unanimously.

Executive Director Report

Jeff Glenn invited the BOD members to the Greater Arvada Chamber of Commerce Annual Dinner. Mr. Glenn also informed the BOD of the launch of our new registration system. Mr. Glenn also updated the BOD on research being conducted to obtain generators for the district in the event of another power outage. Mr. Glenn expressed his appreciation to Michelle Stout, recreation manager at CRC, for her work during the water damage at CRC and Mark Baird, director of district services, for his work as well. Mr. Glenn mentioned that Alan Abrams’ retirement party was well attended and wonderful. He also let the BOD know that all archery classes are sold out.

Board Member Reports

Director Burns: Director Burns congratulated the marketing team on the social media numbers and how well Apex Activated is being received. She also sent kudos to the staff who managed the CRC water damage.

Director Emrick: No report.

Director Garrimone: Director Garrimone reported that a new president has been elected for the Apex Foundation.

President Pyne: No report.

Adjournment

MOTION: Director Burns moved that the meeting be adjourned. Director Emrick seconded, and the motion passed unanimously.

President Pyne adjourned the meeting at 7:20 pm.
